Lawrence Garcia offers his business consulting services in keeping with Bella International's focus on organizational development and business expansion.  Mr. Garcia assists in planning strategy and identifying regulatory issues and legal requirements for California businesses.  If your organization employs a general counsel or an in-house legal team, Mr. Garcia can provide professional advice to your legal counsel in areas of his specialized expertise.

Mr. Garcia has a keen interest in helping small Hispanic businesses grow.  He speaks Spanish and is the general counsel for the Sacramento Hispanic Chamber of Commerce.  He has participated in trade missions to Mexico and other bi-national endeavors.   

When our clients need a legal assistance, they may elect to engage Mr. Garcia's legal services through The Diepenbrock Harrison Law Firm, where he is a partner.  Mr.  Garcia has over 25 years of experience as a practicing attorney which includes the counseling and representation of clients in highly regulated business environments such as healthcare, construction, antitrust, securities, land use and environmental regulation.  Mr. Garcia focuses his current practice on seeking to find creative and enduring solutions to the most serious problems faced by companies in the current business environment.  To that end Mr. Garcia brings his experience as a lawyer, business consultant and mediator to support his clients.

Prior to joining The Diepenbrock Harrison Law Firm Mr. Garcia served as Corporate Counsel for Catholic Healthcare West (“CHW”), a major non-profit, multi-corporate health system in the western United States.  CHW is the largest non-profit healthcare organization in California and operates hospitals and clinics in California, Arizona, and Nevada.  For over 10 years he served as the Chief Legal Officer for the Sacramento Division of the CHW Health System and had primary responsibility to manage the legal affairs of a multi-corporate business organization that include over 5,000 employees, 7 acute care facilities, related outpatient facilities and clinics, and affiliated medical group practices.  Mr. Garcia served as a member of the Mercy Healthcare Sacramento senior management team and as counsel to the various boards of directors in the region.

Mr. Garcia’s experience includes representation of clients before several regulatory agencies such as the California Department of Health Services, the Medical Board of California, Medicare Provider Reimbursement Board, the Joint Commission on the Accreditation of Healthcare Organizations, several Regional Health System Agencies (for CONs), the Office of Inspector General for the Department of Health and Human Services, the Federal Trade Commission, the Internal Revenue Service, the FDA and the California Office of Administrative Law. In addition, Mr. Garcia had principal responsibility for the development of the CHW Antitrust Compliance Program, was an author of the CHW Corporate Compliance Program and served on the Risk Committee for the California Department of Corporation in 1994. While in law school Mr. Garcia clerked in the California Attorney General’s Office in the Department of Environmental Law.

Mr. Garcia previously served in the Office of General Counsel for the University of California Regents in which he concentrated his practice on construction and design projects and claims for the University of California campuses and Medical Centers.  He was successful in recovering millions of dollars in the many cases in which he represented the University.

Immediately prior to joining the Diepenbrock Harrison aw Firm, Mr. Garcia served as a Director and shareholder of BDC Advisors, LLC a healthcare business consulting firm in San Francisco.  In this capacity he served a Project Manager for several major engagements for 2 national health plans, several large integrated delivery systems throughout the United States and three of the largest and most successful medical groups in California. 

Mr. Garcia recently served on the Adjunct Faculty of USC, the UC Davis Graduate School of Management, and the USF College of Professional Studies and is a frequent speaker at several professional associations.

Mr. Garcia obtained his Juris Doctorate from the UCLA School of Law and has a Bachelors of Arts in History from the University of Berkeley, California.  He is the former President of the California Society for Healthcare Attorneys and is a member of the California Bar and Sacramento County Bar Associations.  Mr. Garcia is also a member of the Board of Trustees of Loretto High School and the Mercy Foundation in Sacramento.
