My consulting work is directed toward research studies, management analysis, strategic planning, community economic development, human resources management, environmental planning, and governmental relations.

30 years of experience in a variety of positions encompassing many programmatic responsibilities, from conceptualization to implementation.  Responsibilities included negotiating agreements with constitutional officers, testifying before the legislature, preparing executive orders, contract management, planning, staffing, organizing, directing, and controlling program development.  Communicated with legislators and their staff on legislative proposals.  Wrote speeches, papers, and editorials, worked with Agency level staff on Governor and Secretary level initiatives, making presentations to local, federal, and foreign governments, negotiating with California Indian Tribes, conducting the most sensitive complaints of discrimination, formulating policies and procedures, negotiating with labor unions, making appearances on television and on live radio, representing the department before regulatory agencies, Made scientific presentations to the National Drug Enforcement Administration in Washington, D.C.  Assisted severely disabled persons to find gainful employment.

In this capacity, I assisted the Board Member in all administrative detail and represented him on constituent matters.   As necessary, I worked closely with departmental staff to ensure the direction of the Board Member was complied with by the responsible County staff.  Responsible for placing two sites (one Chumash site and one rail road station) on the National Historical Register.

Responsible for the complete development of this organization from inception to the development into a nationally recognized 501.c (3) Non-profit organization.  Responsible for planning and executing the first symposium on the recreation needs of Latinos in California.  Directed the publishing of the results of above symposium.  Responsible for all policy development and administrative detail of this organization.  Conduct research, surveys, and development of outdoor recreation programs; maintaining communication with legislative and organizational leaders in the resources field, especially as they pertain to outdoor recreation.
